These comments were drafted by KWUA that will be submitted to EPA regarding their proposed rule on water transfers. The comments, due early next week, support a proposed EPA rule clarifying that water transfers are not subject to regulation under the National Pollutant Discharge Elimination System (NPDES).

"The Service also proposed at that time to designate 396 miles of streams and 3,939 acres of lakes and marshes in Oregon as critical habitat for the Klamath River Basin population of bull trout.
