Francisco. Also present were David Gamson, advisor to Cmmr. Brown,
Robert Lane, advisor to Cmmr. Bohn, Robert Lively, Rate Case Manager
for PacifiCorp, and Peter Hanschen, counsel, Greg Addington,
Executive Director, Scott Seus, Tulelake farmer and Chair of Power
Committee, and Michael Byrne, Tulelake rancher/farmer and Chair of
Political Oversight Committee, for the Klamath Water Users
Association (KWUA). Hanschen explained the origins of the 1956
Contract between PacifiCorp¿s predecessor and the Bureau of
Reclamation, which set forth the rates for electrical consumption by
certain irrigators in the Klamath Basin. Booth stated that
PacifiCorp has taken the position that such customers will move to
its PA-20 agricultural tariff at the time of expiration of the

Description: LATE FILED. On December 2, 2005, Kevin Lynch,
Managing Director - Government Affairs, PacifiCorp, met with Peter
Arth, advisor to Cmmr. Peevey, and Robert Lane, advisor to Cmmr.
Bohn, in two separate meetings in San Francisco. Also present were
Jeff Larsen, Manager - Revenue Requirement, and D.J. Smith,
Sacramento Representative, for PacifiCorp. Lynch stated that the
need for an increase in revenues stems from a variety of sources
including higher power costs incurred since the last general rate
case decision, as well as increases in benefits costs. Lynch also
explained the anticipated timing of the proceeding leading to a
decision in December 2006. Lynch and Larsen described the company's
proposals for adoption of several post-test year rate making
mechanisms. Finally, Lynch and Larsen discussed an issue arising
with a subset of PacifiCorp's irrigation customers that involves the
anticipated termination of a fifty-year rate contract in April 2006.
